Beginners: If you're new to plotting and story structure, I'd recommend starting with K.M. Weiland's books (Outlining Your Novel, Structuring Your Novel, Character Arcs), Save the Cat, and Writing the Breakout Novel. Intermediate: Once you have a solid foundation you can graduate to GMC: Goal, Motivation, Conflict, The Fire in Fiction, and Take Off Your Pants. Advanced: The Anatomy of Story Structure is an amazing book for those with a desire to truly dive deep into story structure (and a good amount of patience).
Whether you wish to pursue a traditional or indie publishing path, having an understaning of marketing (and of how to treat writing as a business) is important. These books are a great place to start.
For beginners, start with On Writing Romance and Will Write for Shoes. Romancing the Beat is a fantastic (and quick!) read for romance authors who have written a story or two (and have a solid story structure foundation).
